This academic product was prepared using a meticulous and objective approach in order to assess the threats, risks and challenges facing the VRAEM, as well as to present possible prospective scenarios for its future. Six scenarios were considered based on diverse political, social and economic approaches, which could alter the fate of the region. They highlight the crucial role of the Armed Forces (Armed Forces), chope performance would have a significant impact on the development and security of the area.
Emphasis was placed on the study of foresight and its importance for the strategic planning of the Armed Forces. This is a valuable tool to anticipate the changes and challenges that may arise in the future. It will also help to examine dissimilar circumstances and develop strategies to effectively address them in a complex and changing environment such as the VRAEM. In this way, the prospective study is fundamental for making informed decisions and, at the same time, ensuring that such actions have a positive impact on the geographic area.
It is important to highlight the responsibility of decision makers in implementing government policies that promote the development of the VRAEM. This territory has significant economic and social potential, but requires special attention and a strong commitment to overcome its historical challenges through concrete actions to encourage investment, promote infrastructure development and provide economic and educational opportunities for the population. Collaboration among different actors, including the private sector and organized civil society, will be key to generating a sustainable impact in the area.
At this juncture, we cannot omit the threat to National Security represented by the naturalization of Illicit Drug Trafficking and its related crimes in the VRAEM; therefore, as a nation, the Armed Forces and, in particular, the Army must be prepared to face these adversities; being strategic planning an element that generates synergy for the correct multisectoral interaction in the mitigation of this problem that not only affects the population, but also the region and the country. For this reason, this analysis is a valuable tool to understand a shared vision of its future; therefore, I urge all institutions and actors involved to take advantage of it as a starting point for the implementation of effective and sustainable solutions.
