Franklin Edison Huayán Monzón, is a Lieutenant Colonel of the Peruvian Army, graduated in Military Sciences with a major in Engineering from the Military School of Chorrillos, Master in Military Sciences with a major in Strategic Planning from the Escuela Superior de Guerra del Ejército-EPG, Diploma in Leadership and Strategic Planning from the Escuela Superior de Guerra del Ejército-EPG, D. in Management and Development from the Scientific and Technological Institute of the Army (Instituto Científico y Tecnológico del Ejército), and a Diploma in Public Management from San Ignacio de Loyola University.
