Captain of the Peruvian Navy and Master in Maritime Affairs, with a specialty in Governance and Sustainable Management of the Oceans, from the World Maritime University, based in Sweden. Likewise, he is a graduate of the Master’s Degree in Civil-Business Law from the Antenor Orrego Private University of Trujillo. Currently, he is studying the Master’s Degree in National Development and Defense at the Center for Higher National Studies – Graduate School.
