About the author

Colonel of the Peruvian Army (EP). He holds a master’s degree in National Development and Defense from the Center for Advanced National Studies (CAEN, 2021); a master’s degree in Education Administration from Universidad César Vallejo (UCV, 2016); and a master’s degree in Military Sciences from the Army War College – Graduate School (ESGE-EPG, 2008). He also holds a bachelor’s degree in Military Sciences, specializing in Engineering, from the Coronel Francisco Bolognesi Military School (EMCH CFB), where he studied from 1993 to 1996 and previously earned a bachelor’s degree in the same field. He has supplemented his professional education with specialized studies in organized crime, public administration, defense, international relations, and strategic communications. In 2025, he completed the Transnational Organized Crime Program at the William J. Perry Center for Hemispheric Defense Studies (WJPC). He also holds a Diploma in Process Management from Universidad del Pacífico (UP, 2022); a Diploma in Public Management from Universidad ESAN (ESAN, 2018); the ESAN Public Management Process Management Program (2017); a Diploma in International Relations and Peru’s Foreign Policy from the Javier Pérez de Cuéllar Diplomatic Academy (ADP, 2017); a Diploma in Strategic Corporate Communications Management from Universidad Tecnológica del Perú (UTP, 2017); and a Diploma in Multidimensional Security from CAEN (2015). He currently serves as Director of the Center for Strategic Studies of the Peruvian Army (CEEEP), where he leads the preparation of analyses and research related to strategic planning, security, national defense, and the strengthening of institutional capabilities. From 2023 to 2024, he served as Deputy Military Attaché at the Embassy of Peru in the United States and as Peru’s liaison officer to U.S. Southern Command (SOUTHCOM), contributing to the strengthening of bilateral defense and security cooperation. In academia, he served as head of the Office of Educational Quality Management and was a member of the EMCH Quality Committee. In 2017, he participated in the renewal of the institution’s accreditation for six years under the new model of the National System for Evaluation, Accreditation, and Certification of Educational Quality (SINEACE). He also taught at EMCH (2007) and the Army Artillery School (2008), contributing to the education and training of Peruvian Army officers.
