Oscar Ray Flores Silva is Lieutenant Colonel and Officer of the Peruvian Army of the Infantry Arm, Commander of BCT N°51 – Huanta. He holds a master’s degree in Military Art and Science from Command General and Staff College – US Army University and a master’s degree in Military Science from the Army War College-Graduate School. He has a diploma in Public Management from the San Ignacio de Loyola University and a diploma in Leadership and Strategic Planning, ESGE-EPG. He worked as a teacher at ESGE-EPG; is a member of the 108th promotion “José de los Ríos” of the Military School of Chorrillos.
