Major General of the Peruvian Army, Infantry Branch, belonging to the Special Forces, with a specialization in Command, and a broad trajectory in strategic planning, operational conduction, intelligence, military education, and international cooperation—areas directly linked to the research and analysis lines of the Peruvian Army’s Center for Strategic Studies (CEEEP).
He holds a PhD in Business Administration from Universidad Alas Peruanas; a Master’s in Finance from EADA Business School (Spain); a Master’s in Public Management and a Master’s in Business Administration with a mention in General Management from Universidad ESAN; and a Master’s in Military Sciences from the Peruvian Army War College – EPG. This training underpins his analytical focus on security, defense, and strategic state management.
He has advanced studies from the Peruvian Army High Command Course (Higher War College – EPG), as well as diplomas in Defense Policies, Intelligence, National Defense and Security, Human Resources Management, and Finance, which strengthen his capacity for comprehensive threat analysis, defense strategy formulation, and articulation between security, governability, and development.
In the professional sphere, he has held high-level positions in operational commands, intelligence agencies, military education institutions, and international representation, highlighting his performance as Head of the Peruvian Delegation to the Inter-American Defense Board (OAS). His experience contributes directly to strategic analysis, academic production, and doctrinal reflection promoted by the CEEEP in support of state decision-making and the dissemination of national strategic thinking.
He currently serves as Commander General of the II Army Division and the Central Operational Command.
